The nuclear non-proliferation treaty had recently undergone its third formal review by its signatories, who had assessed its effectiveness and considered how it might better be implemented. This book, originally published in 1987, written by experts many of whom were leading participants in the nuclear non-proliferation treaty regime at the time, examines the whole range of issues connected with nuclear non-proliferation and the treaty. It looks at non-proliferation from the point of view of nuclear nations, non-nuclear nations and the nuclear industry. It assesses the work of the international monitoring bodies and reconsiders the place of non-proliferation in the changing balance of global nuclear power. It concludes by discussing the way forward.

This open access book examines key aspects of international cooperation to enhance nuclear safety, security, safeguards, and non-proliferation, thereby assisting in development and maintenance of the verification regime and fostering progress toward a nuclear weapon-free world. The book opens by addressing important political, institutional, and legal dimensions. Current challenges are discussed and attempts made to identify possible solutions and future improvements. Subsequent sections consider scientific developments that have the potential to increase the effectiveness of implementation of international regimes, particularly in critical areas, technology foresight, and the ongoing evaluation of current capabilities. The closing sections examine scientific and technical challenges and discuss the role of international cooperation and actions of the scientific community in leading the world toward peace and security. The book - which celebrates 60 years of IAEA Atoms for Peace and Development and the EURATOM Treaty - comprises contributions presented at the XX Edoardo Amaldi Conference, where eminent scientists, diplomats, and policymakers were able to compare national perspectives and update international collaborations. The volume discusses the legal interpretation and implementation of the three pillars of the Treaty of the Non-Proliferation of Nuclear Weapons, 1968, regarding the non-proliferation of nuclear weapons; the right to develop research, production and use of nuclear energy for peaceful purposes; and issues relating to nuclear disarmament. It examines the status of international law regarding nuclear capacity, considering competing legal approaches to the development of nuclear technology, non-proliferation, disarmament and regulating nuclear weapons within a contemporary international context.

This volume offers a critical historical assessment of the negotiation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and of the origins of the nonproliferation regime. The NPT has been signed by 190 states and was indefinitely extended in 1995, rendering it the most successful arms control treaty in history. Nevertheless, little is known about the motivations and strategic calculi of the various middle and small powers in regard to their ultimate decision to join the treaty despite its discriminatory nature. While the NPT continues to be central to current nonproliferation efforts, its underlying mechanisms remain under-researched. Based on newly declassified archival sources and using previously inaccessible evidence, the contributions in this volume examine the underlying rationales of the specific positions taken by various states during the NPT negotiations. Starting from a critical appraisal of our current knowledge of the genesis of the nonproliferation regime, contributors from diverse national and disciplinary backgrounds focus on both European and non-European states in order to enrich our understanding of how the global nuclear order came into being. This book will be of much interest to students of nuclear proliferation, Cold War history, security studies and IR.

The U.S. and Russian academies convened a workshop in 2003 for sharing best practices in nuclear materials protection, control, and accounting (MPC&A), including the status and application of remote monitoring technologies, personnel issues, and both national and international safeguards worldwide. The goals of the workshop were to identify areas in which the United States and Russia can promote best practices in MPC&A globally and expand U.S.-Russian cooperation on nuclear non-proliferation. The papers presented in the workshop and the outcomes of workshop discussions form the basis for this workshop summary.

This book strives to take stock of current achievements and existing challenges in nuclear verification, identify the available information and gaps that can act as drivers for exploring new approaches to verification strategies and technologies. With the practical application of the systems concept to nuclear disarmament scenarios and other, non-nuclear verification fields, it investigates, where greater transparency and confidence could be achieved in pursuit of new national or international nonproliferation and arms reduction efforts. A final discussion looks at how, in the absence of formal government-to-government negotiations, experts can take practical steps to advance the technical development of these concepts.

Tritium is used by all nuclear weapons states to increase the explosive yield of atomic bombs and to miniaturize them. However, this radioactive material has not yet been put under appropriate international control comparable to the nuclear safeguards applied for plutonium and uranium. It is a neglected material in efforts to control the spread and

The 1990s saw significant developments in the global non-proliferation landscape, resulting in a new period of safeguards development. The current publication, which is the second revision and update of IAEA/NVS/1, is intended to give a full and balanced description of the safeguards techniques and equipment used for nuclear material accountancy, containment and surveillance measures, environmental sampling, and data security. New features include a section on new and novel technologies. As new verification measures continue to be developed, the material in this book will be reviewed periodically and updated versions issued.

This publication is part of a series that aims to inform nuclear facility designers, vendors, operators and State governments, about IAEA safeguards and how associated requirements can be considered early in the design phase of a new nuclear facility. This particular publication is applicable to the design and construction of commercial uranium enrichment plants. Safeguards by design dialogue undertaken early in the design and construction of enrichments plants facilitates the implementation of safeguards throughout all the lifecycle stages of the facility. The potential to reduce costs, avoid retrofits and achieve efficiencies both for the operator and for IAEA Member States, are important drivers for the early consideration of safeguards in a nuclear facility design project.
